Individuals with temporary or permanent disabilities and organizations that transport the disabled may apply for permits that allow parking in spaces designated for the disabled. Disabled Person Parking Permits must be hung from the rear view mirror when a vehicle is parked in a space designated for disabled persons. The disabled person parking permit may be used in any vehicle transporting the disabled person to whom the permit was issued.
The following is needed to obtain a Disabled Person Parking Permit:
A completed Application for Disabled Person Parking Permit (Form HSMV 83039) must be signed by the applicant and his/her physician for the permit to be issued. Click here for an informational packet about disabled person parking permits.
- Certification must be provided by a Physician, Osteopathic Physician, a Podiatric Physician, a Chiropractor, an Optometrist, an Advanced Registered Nurse Practitioner licensed under Chapter 464, under the protocol of a licensed Physician, a Physician Assistant licensed to practice under Chapter 458 or Chapter 459, or by a similarly licensed physician from another state. When certification is provided on form HSMV 83039 (revised 7/02 and later) the certifying authority's medical license number, the state they are licensed in with a copy of their license, and their address must be shown.

Types of and Fees for Disabled Person Parking Permits

Four Year Permits
The four year disabled person parking permit (blue) expires on the disabled person's birthday four (4) years after it was issued. Disabled Person Parking Permits may be renewed on-line (renewals only), by mail or by visiting a service center. If renewing by mail, please send a self addressed, stamped envelope. There is no charge for a four year permit. |

Temporary Disabled Person Parking Permits
A person whose disability is temporary may qualify for a temporary disabled person parking permit (red) that is issued for six months. The temporary disabled person parking permit may be extended to a year without charge. The initial cost of a temporary disabled person parking permit is $15.00. |

Wheelchair Symbol License Plate
A person who qualifies for a disabled person parking permit can be issued a wheelchair symbol license plate in lieu of the disabled person parking permit. The vehicle registration expiration date does not change and there is no additional cost added to the vehicle registration fee. A replacement license plate fee will apply if the license plate is being replaced before the automatic 10 year replacement cycle.

Note: Section 316.1964, Florida Statutes, authorizes all individuals, who have been issued a parking permit, to park on the street at a turnstile meter parking space free. However, there are restrictions on the duration of time a person can park free on the street. If the on-street meter is restricted by a time limit, the law requires the facility to provide no less than four hours maximum to vehicles with a permit. The law also allows local municipalities to exceed the four hours maximum by local ordinance.
